Heavily Indebted Poor Countries
In 1999 the International Monetary Fund (IMF) and the World Bank classified 41 countries as being the heavily indebted
poor countries (HIPCs). These low income countries face an unsustainable debt burden and may qualify for debt assistance
if they meet certain requirements of the debt initiative.
Near the end of 1999, the combined value of the debt of these 41 countries was roughly $90 billion dollars.
